Hmmm…”toilet of rent” or maybe “toilet for rent”? I have always thought about renting a toilet, hehe.

What could be a better profit-making engine for a rest stop frequented by foreign bus passengers than a pay toilet?

I was more amused by the variation between the English and the Khmer. In Khmer, it just reads “there is a toilet” or “we have a toilet.” It says nothing about paying. Though it might have in the past. The sign was edited recently.
